OTS Secretary General Held Several Talks in Vienna

After his official visit to Hungary Kubanychbek Omuraliev, the Secretary General of the Organization of Turkic States held talks in Vienna as part of his program, scheduled for several days. Ambassador János Hóvári, the Executive Head of the Representation Office of the Organization of Turkic States in Budapest, participated in the official talks of Secretary General Omuraliev.

Kubanychbek Omuraliev met the Secretary General of the Organization for Security and Cooperation in Europe (OSCE), Helga Maria Schmid who congratulated him on his appointment to the post of the OTS Secretary General and wished him success during his term in the office. Secretary General Omuraliev briefed his counterpart on the latest developments within the Turkic world and expressed the readiness of the OTS to develop institutional relations with the OSCE in various fields of interaction, especially on energy, climate change and issues of connectivity.

Secretary General Schmid noted that the OSCE is closely following the developments in the region and the organization is also interested in cooperating with regional organizations. In this context, the parties underlined their overlapping goals and discussed the possible avenues of cooperation between the two Organizations. The parties further exchanged views on the relevant security issues high on the regional and global agenda.

On March 31, 2023, after the above meeting, the Secretary General of the OTS delivered a public lecture on the theme of “The Vision of the Organization of Turkic States to promote regional cooperation along the Silk Road” at the Diplomatische Akademie Wien in partnership with the Embassies of the OTS Member States accredited in Austria. The lecture was moderated by Ambassador Emil Brix, the Director of the Vienna School of International Studies, and attended by the Ambassadors of the Member and Observer States of the OTS, Heads and representatives of other diplomatic missions, the Austrian Ministry of Foreign Affairs and international organizations based in Vienna, as well as the students of the Academy. In his address, Secretary General Omuraliev offered a brief account of the objectives of the establishment of the Organization of Turkic States, its role in fostering multilateral comprehensive relations among the Turkic States, as well as regional cooperation. Ambassador Omuraliev also shared a Powerpoint presentation on the “Turkic World Vision-2040” and the OTS Strategy 2022–2026 documents that lay out the Organization’s medium and long-term goals as a means of overcoming the challenges of the modern era. The Secretary General emphasized that in the upcoming years the OTS promises to be a strong and transparent platform of growing cooperation and solidarity in the Turkic World.

In the framework of his next program Ambassador Kubanychbek Omuraliev met with H.E. Rafael Mariano Grossi, the Director General of the International Atomic Energy Agency (IAEA) at the latter’s headquarters in Vienna. Secretary General Omuraliev touched upon “Turkic World Vision–2040” and “OTS Strategy for 2022–2026” documents, briefed his counterparts on the results of the Budapest meeting of the OTS Energy Ministers and OTS Program on Energy Cooperation for 2023–2027 and its respective Action Plan as the basis for the institutional relations with IAEA in mutually agreed areas.

IAEA Director General Grossi underlined that that his Agency is implementing several projects in the OTS countries bilaterally and they are ready to implement joint projects to further this cooperation at the level of the OTS and IAEA. The Secretary General and the Director-General have agreed to work as partners and organize a meeting between the OTS Secretariat and IAEA Secretariat to prepare joint programs and projects to be implemented in the Member States of the OTS.

 As part of his official contacts in Vienna, Secretary General Kubanychbek Omuraliev also met with Ms. Ghada Fathi Waly, the Executive Director of the United Nations Office at Vienna and the Director General of the United Nations Office on Drugs and Crime (UNODC). Secretary General Omuraliev briefed his counterpart on the mandate and activities of the OTS, especially on the “Turkic World Vision–2040” and “OTS Strategy for 2022–2026” documents and expressed the readiness of the OTS to develop institutional relations with UNODC.

Director General Fathi Waly emphasized that the UNODC’s mission is to contribute to global peace and security, human rights and development by making the world safer from drugs, crime, corruption and terrorism. In this context, she further informed Ambassador Omuraliev on UNODC Strategy for 2021–2025 to enhance support for the Member States to build just, inclusive and resilient societies that leave no one behind. The Secretary General and the Director General have agreed to work together as partners on the principle of complementarity and organize a joint meeting among the OTS Secretariat and UNODC’s Regional Offices in Tashkent and Istanbul to prepare joint programs and projects to be implemented in the Member States of the OTS.

During his program in Vienna the Secretary General of the OTS also participated in cultural events.
